I obligation an OS X 10.4 application that will show me what files/application/what ever is taking up the most space on my Hard Drive. I need to free up some space on my basic HD, so I need to know what I can move to my external HD and what I can delete.

Yes. Disk Inventory X . Google it.
The easiest path is to go to add/remove software. in that you'll see a list of adjectives the app you have on your computer and how much of your disk space they are taking up.
